Dear Certification Client:
In accordance with the requirements of Announcement No. 18 of 2025 issued by the Certification and Accreditation Administration of the People’s Republic of China (hereinafter referred to as “CNCA”), the new version of the “Implementation Rules for Organic Product Certification” (CNCA-N-009:2025, hereinafter referred to as the “New Rules”) was released on September 10, 2025, and will be officially implemented on January 1, 2026.
To implement the requirements of this announcement and ensure a smooth transition and orderly connection in certification activities, ACC (Shanghai) Co., Ltd. has completed the revision of its internal management system documents. The arrangements for organic product certification applications and certificate conversion are hereby notified as follows:
I. How to obtain the new rules and learning suggestions
Certification applicants can download the full text of the new rules from the official website of the Certification and Accreditation Administration of the People’s Republic of China (Announcement of the Certification and Accreditation Administration of the People’s Republic of China on the Issuance of the New Version of the “Implementation Rules for Organic Product Certification“): https://www.cnca.gov.cn/zwxx/gg/2025/art/2025/art_1cb41fa8499241979f6ac99358552111.html. It is recommended that all applicants download and study the new rules promptly.
II. Transitional Arrangements
1. Starting December 26, 2025, our company will accept all newly submitted organic product certification applications in accordance with the new rules. Before that, both the old and new rules will be in effect simultaneously, and our company will apply the appropriate version of the rules based on the application processing time and project progress.
2. Starting from January 1, 2026, our company will fully implement the new rules for all certification activities, and the old rules will be discontinued.
III. Certificate Conversion Arrangements
1. Existing Certificate Conversion: For certification clients who obtained certification under the old rules before January 1, 2026, our company will convert their currently valid certification certificates in conjunction with recertification and implement post-certification management in accordance with the new rules.
2. Items inspected but not yet certified: For items that have undergone on-site inspections according to the old rules before January 1, 2026 but have not yet been issued certification certificates, our company will verify the relevant compliance according to the requirements of the new rules and make a certification decision accordingly.
3. Processing-related Organic Conversion Certificates: Starting from January 1, 2026, our company will no longer issue new “Processing-related Organic Conversion Certification Certificates”; previously issued certificates of this type will automatically expire upon their expiration date.
